The Chinese Embassy in Manila did not immediately respond to requests for comment.
China claims 90% South China The sea overlaps with the exclusive economic zones of Vietnam, Malaysia, Brunei, Indonesia and the Philippines. Beijing seized Scarborough Shoal in 2012 and forced fishermen from the Philippines to travel further for smaller catches.
As bilateral relations improved markedly under then-President Rodrigo Duterte, Beijing allowed Filipino fishermen to return to uninhabited waters. But tensions have risen again since his successor, Ferdinand Marcos Jr., took office last year.
Philippine Coast Guard and Bureau of Fisheries personnel discovered the 300m (1,000ft) long floating barrier on Friday during a routine patrol near the shoal.
He said three Chinese Coast Guard rigid-hull inflatable boats and a Chinese maritime militia service boat established a barrier when the Philippine ship arrived.
Philippine fishermen say China usually installs such barriers when monitoring large numbers of fishermen in the area, Dariela said.
The Chinese boats made 15 radio calls, accusing the Philippine vessel and fishermen of violating international and Chinese laws, before the (Philippines) ship realized there were journalists on board and moved away, he said.
