Individual Neutral Athletes (AINs) are athletes with Belarusian or Russian passports who have been confirmed eligible and invited to participate in the Paris 2024 Olympics. AIN quotas are determined by the sports department through existing qualifying competitions and specific eligibility requirements. of International Federations (IFs).
In some sports, the number of eligible athletes may be less than the number of quota places earned. In such cases, these quota places will be re-allocated to athletes in other NOCs as per the qualification system of the respective IF.
For the Paris 2024 Olympic Games, strict eligibility criteria for AINs were established by the International Olympic Committee (IOC) Executive Board (EB) in December 2023. More information can be found here.
In March 2024, the IOC EB established the Individual Neutral Athlete Eligibility Review Panel (AINERP) to assess the eligibility of each athlete with a Russian or Belarusian passport to participate in the Olympic Games Paris 2024, as well as the eligibility of their sponsors. The IOC EB empowered AINERP and the IOC administration to invite AIN and their sponsors to participate in the Olympic Games Paris 2024. You can find more information here.
AINERP has reviewed the athletes in accordance with the IOC EB decision and established principles. The team was able to benefit from new information from various sources, including official lists of athletes associated with sports clubs of the military and defense forces published on official websites in Russia and Belarus.

Participation in the Paris 2024 Olympic Games is subject to acceptance of the athlete’s individual invitation and signature of the Conditions of Participation applicable to all participants.
