JAKARTA (ANTARA) – The National Health Insurance (JKN) program has brought extraordinary progress in Indonesia, especially in the health sector, said National Health and Social Security Agency (BPJS Health) chief Ghufron Mukti.
Mukti was speaking at an international symposium organized by the World Bank Group and the Joint Learning Network (JLN): Advancing the Global Health Agenda – From Nagasaki to the World.
„The presence of the JKN program in Indonesia has brought extraordinary progress,” he said in Jakarta on Tuesday.
Currently, detailed information about the benefits of the JKN program or participation in the health social security program has reached more than 90 percent of Indonesia’s population in less than a decade.
He noted that the government is ensuring equitable and quality health services to all levels of society through the Universal Health Coverage (UHC) of the JKN programme.
The JKN scheme has proven to halve total health expenditure from 49 per cent to 25 per cent in the eight years from 2013 to 2021, Mukti noted.
According to Mukti, Indonesia has consolidated more than 300 risk pools into one risk group.
He said that to increase the quality, efficiency and sustainability of the JKN scheme, BPJS Health is provided by the state as a single payer for health services.
Mukti explained that his side has taken several measures to maintain the sustainability of the JKN program, including intensifying the collection of contributions for JKN participants by creating more than 950 thousand payment channels.
Payment channels include Auto Debit, Mini-Market Outlets, JKN Cadres, BPJS Health Partner Bank network facilities i.e. ATMs, Mobile Banking and Internet Banking.
Mukti noted that PBJS Health has been innovating in funding through the JKN donation program by engaging philanthropists and commercial organizations as donors.
In addition, the government has imposed a regulation that 37.5 percent of tobacco tax payments from local government tobacco production will be earmarked for JKN program contributions.
Also, BPJS Health is developing a digital health ecosystem or telemedicine to accommodate JKN participants with online serial numbers to access health facilities.
„Waiting time at health facilities has also decreased from an average of six hours in 2020 to 2.5 hours in 2023,” Mukti noted.
He highlighted that promotion, prevention, screening and health counseling services have been strengthened not only for sick JKN participants but also for those who are healthy.
